Rhode Islanders asked Charles II to grant a new charters continuing there basic rights. in 1663 the king issued a paper caleeed the most liberal charter granted by an English monarch in the colonial age. Besides garranting religious freedom, it allowed the Colony of Rhode Island and Providence Plantations a self government.
The male property owners (freemen) were to vote for the colonies law makers. In addition to a government, Rhode Island a general assembly consisting of representative from various towns and cities.
The assembly was to make laws, monitor trade with the indians, found quarts, and form emergency troops caled millisha to protect the Rhode Island colony.
The 1663 charter  was so respected, it remained the law of Rhode Island for 180 years, well beyond colonial times.
